I've been offered some links on some websites, which have reasonable PR rank (between 1 and 3) but the sites have obviously only been knocked up so that the company can offer links in a wide range of topics to get as many links to their sites.

I was thinking about doing link exchanges on their websites which rank better, but would the link actually have any value? From what I can tell, the site will just be left to sit there without them ever developing it further.

Reciprocal link is not harm .. but having less value when compared with one way link. IF u r exchanging link with high PR site , then good.. Do not try to exchange with less PR sites. But m not sure whether others with hogh PR agree to share link with you
