To improve the website PR you will need to gain backlinks from high PR websites. Like bianca18 mentioned you can start with directories, forums, blogs, articles, social bookmarking etc. If you gain few PR backlinks then in next google PR update your website will definitely have some PR, the google toolbar would appear green for your website.

There's a ton of directories out there that have a free listing. The best ones I could think of are the classified ads. Most of them will list your website for free, and you will get some nice SEO juice coming in. If you want to do this the fast way, I would recommend blackhat internet marketing. It's the best way to get FAST backlinks to your websites and the easiest. Why do it yourself when you can have software to do it for you. You would save alot of time via software.

anything that is auto-generated and not natural is usually a form of Black Hat technique. Google’s Guidelines says that it does not like automated submission software. What Google wants is real relevant links and not links that are generated automatically. It is strange how there are a lot of people selling automated submission software, even though Google says that they will penalize you for using it.
