If I understand what you're trying to do it's set a price for each keyword? You can't do this for individual keywords, only and overall ceiling per group of them.

haven't done it myself but i think it is possible from here

it looks like you should try using

keyword1 ** 0.25

and only use the ** at the end in this form

keyword1 ** 0.25 ** url
