I've got a PR4 football site and would like to exchange for links from a PR3 or higher travel site (I know people say PR isn't worth it, but it does give an indication of the effort required to build a decent and fairly well established site)

If you haven't got a travel site to reciprocate the link, but you've got a couple of well placed sites that could form a chain, then bung up a reply.

i.e. my football site to you football site. your fashion site to another persons fashion site, then their travel site to my travel site.

Not looking for massive chains here, but if a few people need to get involved to get decent links in place, then so be it.
