How do I create this style of Google ad?

I've used the standard ad shapes and styles for text only Adsense ads in Google for some time - but does anyone know how to go about setting up the style used at the top of the page at garden tools - SupaPrice.co.uk
I can't see anything available that looks remotely like this three one-liner style in the templates available in my Adsense account.
Any advice would be appreciated.

You have to have a high number of visitors and then you can have custom ads - until then you have to have the basic stuff the rest of us use

That publisher is a Google Adsense Premium publisher. This type of publishers get extra benefit & customization options as they get huge traffic. You may find some more info - here
