Do you have a URL to look at, to be honest it sounds unlikely but its hard to tell without taking a look - feel free to PM me if its sensitive information and I will take a look
I was wondering if anyone could offer any advice regarding title tags for SEO.
Is there any other way of adding them other than using <title></title>?
The web developers say that all of SEO recommendations have been done but I can't see the titles showing in the top right of page or source code. When I questioned it I was told the code had been added in the backend and was not visible. Does anyone know if this is possible?? I have never heard of it.
Any help would be much appreciated.

Yes, post the url so we can see.
Even if the title tag is being created dynamically from a database or CMS system it should still appear as normal HTML in the source code as <title>Your Title</title>
Maybe the code is obfuscated??
If it was added then it should show. Tell who ever is working on your website to show the source.
Yoy can check your title tag by going to source code of your page. It would be written in between <title> </title>......
