Good opening question watcher - seen a couple of things that made me wonder + Norton's attitude to CJ & TD.
As for arguements against your hypothesis (sp?) maybe Google is just being slow to catch up - sorry that can't be possible can it?

At the moment Google looks like its doing an update with some odd occurences - the CJ thing being one of them.
Google does NOT give pagerank based upon ethics of a company !

As I pointed out above my comment was purely tongue in cheek to highlight some oddities with the current Google shuffle.
On the point of Google manipulating PR based on a company's ethics - SK is a case where Google manipulated PR based on the actions of the company. Obviously it depends on how you define ethics - but Google may certainly feel that abusing its PR system is unethical.
It only seems to be cj.com's homepage that is affected. www.qksrv.net redirects to http://www.cj.com/qksrv.jsp which has PR 5/10.
I think they should use a robots.txt at qksrv.net to block spiders and prevent the passing on of PR.
