Google have been buying fibre for years. I don't think it's much of a surprise that they would want a chunk of the IPv6 address space for themselves. They already have a proportionately much larger block of IPv4 space.
I doubt it's secret; more like hardly anyone talks about IPv6 yet. Since they are planning to become a Wi-Fi provider in San Fransisco, and presumably many other locations worldwide, they have to be planning for the longer term, and the coming switch to IPv6 - nothing sinister in that
