Personally I don't see it as being much different from the espotting sites that a lot of affiliates had a few years ago.
Domain parking is one thing, no probs at all. But, when you are advertising via Adwords the landing page has to have some original content and add to the user's internet experience, which this site can't claim at all. (BTW: it's inaccessible for me now, but did catch it a few mins ago)
Here's another particularly blatant one that I noticed a couple of months ago and it's still chugging away with Adwords / Adsense arbitrage. Search term - medical cannabis. Ad comes up

Only words of original content on the landing page are "Explore & compare our featured sponsors" and "Bookmark this page" plus an abstract image.
Of course it carries Adssnse ads for hyrdroponic grow lights etc and other stuff that probably just flies under Google's drug paraphernalia rules technically but everyone *really* knows what it's meant for.
Wouldn't "Explore & compare" be considered encouraging visitors to click? If I was really looking for infromation on the subject would I feel that this site added to the user experience, enlightened me or even had a single word of related content?
Just another one of an ever growing number I'm afraid. Naturally as an Adwords user this kind of rubbish makes me very careful when considering running adverts on the content network
