Yes you need to need to use a permanent 301 re-direct:
from
example.com/old.html
to
example.com/new.html
make sure you also re-direct the domain without www to the domain with www
example.com
to
www.example.com
I am not sure technically how you do it but there is another options - it has been a long time since I looked at the details - it something along the lines of creating some kind of table structure on the server (guessing it is within the database somewhere), the table includes both old and new addresses and is automatically re-directed, visitors don't see this happen - I can find out more if you like, I think it still includes some kind of re-direct so search engines know the new address and keeps PR - I really would have to look up the details of how we did this last time...!
