I am looking for an SEM tool that does the following:

1. Manage multiple SEM Google, MSN, Yahoo campaigns
2. Offers bid optimization tools

If you know of any companies that offers this service I would appreciate any feedback.

I think the tool you are looking for is called a spreadsheet.

This is one area where I would never trust someone else's marketing concepts nor programming skills.
