Are the links more valuable when you link to sites that are related to your own? I would assume that this is the case, but perhaps it doesn't really matter. Is it all about page rank?

It is not all about page rank it about link quality, your tactic of constantly spamming forums with non contextual links will end up biting you on the backside.
