Yeah they can be indexed in my opinion. I have also had urls only listed in javascript that have been indexed too and have also had pages indexed that are just in the post part of a form.

I have been googling around for quite a while and haven't quite found an answer yet. I have a website that is getting some pages indexed which are only accessible by the select box. Does anyone have a view on whether Google can index the links from a select box or is it still best to have static links listed as textlinks on the page.

No (not by Google, anyway), in my experience.
Its pretty easy to test for yourself.
