I know we've been communicating via email but I thought I'd drop you some advice on your post.
The data you have will have some value if you want to sell it on. The value of the data depends on a few factors. The obvious ones being:
A: Homeowner or tenant?
B: Mixed bag of loan reasons or all "Consolidation"
C: Does the file have loan values?
D: Where does the file originate from and do you trust this source?
The easiest and least expensive way to see how responsive the file is going to be would be a small SMS campaign. I'd be tempted to broadcast to approximately 3-500 prospects from the file with a debt related message asking them to reply with a keyword, for example "info" or "call". If you want some ideas for wording, let me know. If the file has any worth, you need to be delivering the text to around 85% and seeing somewhere near 1.5-2% response.
If you get this, I'd be interested in making an offer or would happily run the test for you and share the results.
Your other option is to run it through a dialler but experience tells me 2 or 3 companies may have got there first!
