Has anyone used prweb for press releases and what where the results? I noticed they offer a few packages, is there any link value using PRweb? Either through there site hosted release or press release syndication packages.

I use PRWeb and a lot of other Press Release Distribution services for link building to good effect, definitely link value to be had.

From a PR perspective if you have a truly great story it will get picked up through these services, but let’s be honest most people don't have a great story, they've won a new client, had a new team member joined, launched a new service, etc which doesn't make them stand out and hence little PR value to be had unless that great story is there.

If I’m launching a story where I want true PR results and not just link building results, I'd concentrate on developing my own list of editors / journalists / etc that work in relevant industries and make direct contact with them.

    Just my thoughts.

I agree that it makes sense to invest time and effort into building genuine relationships with journalists and bloggers in your sector, and links from credible sites will usually have more value in any case, and of course they also have readers.
