I was under the impression that the reason that MSN had a poor PR was because they were using a 302 (temp) re-direct, which google of course doesn't like as it looks spammy.
I'm also under the impression that MSN have changed this and as such the PR result has automatically been altered.
The moral of the story is - don't use 302 re-directs.
