What's this all about then..

Google is telling me my bid is too low to appear on page one but there are no other bidders.

I'm trying to bid at 15p but I'm being asked to increase it to above 50p. The QS is surprisingly low at 3/10 for a term I'm on page 2 for in the natural search results.
