The idea is the user should never see 2 ads leading him to the same landing page. You used to be able to game this a couple of years ago but much stricter now. If there's more than 1 bidder G will show the highest ad rank - usually the merchant if he's bidding so the aff will usually need to find terms the merchant isn't on
