This is just a ploy to cover the real issue - inept performance. Why Does 'Google' need to pause your account to review it - it's a nonsense!
I've just about had enough of poor performance and zero customer service. I even received an email in mid March asking;

I've completed their on-line contact form and responded to their email - donut, Zero, Zip, Nada,! I'm not bothered if it's Sunday or the 32nd of Julember - they've received my email, visited and done nothing.

for a few days and increase add spend with overture. I think
results from yahoo and msn have improved quite a lot this

I've been having major problems of late and although the response I was getting from the AdWords support team was wordy, it was inconclusive.
I guess they can't just say this is phase 2 of our clean up Adwords of affiliate links can they? My feeling is that the landing page just isn't sufficient any longer.

It's ironic that, on you blog, the top advert was for Google Adwords...
Anyway, they emailed the next day (the usual robotic response) suggesting that I wasn't paying enough, my ads weren't showing when I was looking for them etc etc. This, of course, was accompanied by 500 hyperlinks to help me find out what my problem was.
I logged back into my account and 20 minutes later I was displaying ads again. Coincidence - I don't think so.

Yes, I can the irony in me having AdSense ads on a blog questioning AdWords. Up until last week, I've been 'happy as Larry' with everything.
I guess my gripe now is despite spending $44k in just under two years on one campaign, not only can I not understand why so many of my keywords went inactive but I can't seem to get a human answer to my question. "We reserve the right not to give you our algorithm etc., etc.,"
It's going to be interesting to see how this pans out, i.e. if they really are 'going after' affiliates, it could be devastating.
