I'm creating a new site and we want to start bidding on adwords for the landing pages as soon as possible. Do we need to wait for the pages to be indexed first and do we need to give it some time to make everything seem natural or can we bid straight away. Whats other peoples opinions or experiences.

Bid straight away. Doesn't matter how old the site/page is or whether it is indexed or not.
    Nothing to see here

Can you bid on a page on the same site when the site is still being developed for further landing pages?

Also see my other post about adwords quality score as I want to make sure I'm not going to be penalised

the landing page needs to be completed, not under construction or the keyword or advert can get disapproved.

It can be very fussy and attention to detail is crucial. If tiresome!!

So long as you don't have pages saying "this page is under construction" nobody is going to know whether your site is finished or not, meaning you can bid on terms with it....

AdWords has nothing to do with pages being indexed or coming up in the natural searches.

Websites have to abide by rules such as, not having pop-ups, or a landing page that asks for user's personal information, etc. Here are all their policies: Landing Page and Site Quality Guidelines - AdWords Help

You should bid straight away if your going to use PPC.

Companies use PPC as a route to the top of Google while they work and wait on pages to be indexed and for keywords to rank.

Keywords need to be relevant to Ad text, Ad text needs to be relevant to Landing Page.

Googles Rule is: Better the CTR, better the Quailty Score, better the Quailty Score the Cheaper the click.

Start right away - just make sure the landing page is complete and as relevant to your ads and keywords as possible.

Yes you can start your PPC campaign right away. But i will highly recommend you to make sure the landing pages are proper and with proper content and call per action aspects else you will get traffic but the conversion rate will be less. So, take your time may be make sure 2 - 3 AB testing before you spend lots of money in Awards. All the best.

Bid as soon as Adwords approve you ad. That will be around 3 hours ... but it may take up to 1 day. You are paying so is relevant the age of the domain, if it is indexed etc. - as long as you comply with the terms.
