You can start with those smaller ppc companies, before you do google adwords.
Smaller ppc will help you to test water on your ad.

The only other system I would recommend is Yahoo.

I've tried other PPC search engines and got hundreds of clicks with 0 sales. These were the exact same campaigns and landing pages that were working great with Yahoo and Adwords.

Many smaller PPC companies are plauged with click fraud. Stick with Adwords, you will get the most targeted traffic and if you do correct keyword research you can find cheap high converting cost per click adwords.
