Is it possible to set up two adwords accounts using the same credit card details?

yup, whilst google say no multiple accounts except under certain strict circumstances you'll find you can use the same credit card, vat number, etc. in many accounts and whilst those that do that sit there thinking google don't know what's going on you'll find they only send you one gift at christmas in total regardless of how many accounts you have

Yes. Think carefully before doing so though - account history is a factor with G so you'd probably be much better off keeping everything in one account and building up some good history. Often times a campaign that runs fine on an established account will have higher bids on a new account.
