I've created a new campaign in Adwords today but the ads aren't running. Hovering over the little magnifying glass says "You have reached and exceeded your budget.". Except I haven't. I've not even been running any ads for months.
I'll contact Adwords support but has anyone got any ideas while I wait for them to get back?

Nah, it's postpay. The last payment was declined due to an expired card but that's all been cleared now. Maybe they put a lock on the account because of that and haven't removed it.
Its a damn budget system they have in place which blocks the account if it beleives over the period of a month your money spent is going to exceed your daily limits.
No, doesn't make much sense to me either, but you may find that if you increase your daily limits, even on ads that are paused, it should get around the problem.
I had this too, so raised all my campaigns to £100/day. I don't want some of them hitting that mark, but it got them all moving again!
Finally got it going by pausing then resuming the adgroup. Bizarre. No response from Adwords support either.
I've had a strange thing happen on my adwords account a while back.
I run out of my budget so paused all campaigns, i log in recently to find i owe -£16 odd , well if i paused it , how can they charge me !!. So i cancelled my direct debit, contacted them and had no reply, so im not paying a thing.
