Anyone can bid to show on any term now, (if they can afford what Google asks per click for it) it's just that a trademark holder can, if they have a ban in place, allow only selected advertisers to use their trademarks in adcopy
So for instance if the trademark were iphone and the trademark holder decided to allow 5 people to use their trademark in ads then only those 5 people could have an advert showing "iphone"text in it .. So whilst others could show ads on the term they couldn't have "iphone" in the adcopy unless specifically approved to do so.
To exclude Amazon and Ebay you'd have to get a trademark ban in place to stop them and then specifically allow only the google account ID's that you would like approved to show, then Amazon and Ebay wouldn't be able to say "iphone" but they'd still be active on the trademarked keyword with a generic advert instead.
