SEO Came First and PPC is one part of SEO, which is direct paid part of seo. PPC used to get paid business. it helps for targeted visitors from targeted country and SEO is factor of Ranking and traffic on website.

Personally I would say SEO.

Begin your SEO work, and while you are building up your ranking and presence, complement this with a PPC campaign, giving you presence where you have no natural search engine ranking. Ultimately though, you should use them alongside each other.

Due to the way Adwords Quality score works adopting good SEO practices from the start will help with PPC so if you only have time for one I'd say start it right with SEO then do PPC as time allows as it'll work out more effective in the long run methinks.

But - a fairer comparison would be linkbuilding & PPC.

Looks like Doug hit the nail on the head (so to speak).

If you've got the money do PPC first - this will allow you to assess the strength of the search terms you 'think' are suitable and will likely allow you to identify other keywords/phrases that would be suitable when developing your SEO campaign.

When we think of SEO we generally think of offsite SEO (although onsite is just as important) which is about getting a ranking in the organic search results, something that can take months or even years (depending on the competition). PPC is your instant marketing and promotional method and if you do it right you'll soon make your money back!!!
