Intelligent Banner Advertising - Chat Forums

Hi all,
Are any affiliate programes running what I would term 'intelligent' banners adverts whereby when a banner is being used on a chat forum, the banners can take the end user deep into the merchants websites depending on what the subject matter is being discussed within the chat forum?

For example, if someone is discussing about travel arrangements to America, and a travel company is advertising, are any affiliate programes bing run whereby the the banner automatically take the user to deals on flights to America?
