If you can copy the site to both locations and then change the ip you should get limited down time while the DNS populates around the web - keep the old one live until at least 72 hours after and you should be fine.
I'm changing one of my sites to a new IP address, same server etc. so I can add a SSL cert to it as the server already has one on a different site, it runs on IIS 6.0 is it just a simple matter of changing the IP address in the web site properties and redirecting the DNS server?
Is it likely affect rankings, I would have thought not as no other details will change in the DNS or owner records.
