Number 1, stop talking about PageRank. PR has got absolutely nothing to do with getting to position 3 (or any other position). Start with lots of great content, then seek partners to obtain ~20 quality links. Be clear what you want to rank for and set those as your keywords. Those keywords should be used in the Title tag, content and anchor text.

You are right..PR doesn't have any connection with Ranking.To achieve High Page rank,you have to put fresh content on your site,Put 1 blog on site and keep update it frequently.Go for quality backlinks.All these aspect will help you.
