Outbound Links

If we linked to the Top 100 sites on the internet (non affiliate links) could this increase our PR ranking?

I have asked folk that are in the "know" this before and the replies they give are vague, so if you find out let me know.. of course one-way to try it just to link to them anyways.

My personal felling is your site has to have some outward links but if they have any great effect on PR, this I don't know.

Time to research the Top 1000 websites and search engines, I shall stick them all on one page and see what happens.
