It's a good point you come up with and it would seem that one campaign per word is the obvious solution.
What you could do though is to set up the campaign with groups of keywords that are variations on a theme, and then look at the search strings to establish which keywords are the higher volume producers. You can then isolate those keywords into a campaign on their own.
I actually think you get a better conversion rate with individual keywords and in doing so can write a compelling title and description rather than a generic one for a bunch of keywords.
Since implementing this as a strategy we have noticed a big increase in conversion rates, and also in CTR as the message is more aligned with the end users needs.
Yes 250 is a pain, which is why we are busy running accounts on behalf of clients, so they don't have to do it!
