What makes things "highlights" on facebook? Is it entirely random?

I am not totally sure about this but it seems like it follows some sort of algorithm. In order to promote a Fan Page or Group of yours on the Highlights pane, I guess you should ask you members to invite their friends to join as well.

All the groups, pages, applications that are featured on my Highlights pane have at least 2 friends of mine joining them recently.
