I'm keen to explore the idea of building a Facebook App but have no idea how difficult this is.
All I'd want is system where people can submit photos and then other users can rate them.
Anyone like to venture a guess at whether this is achievable or not?

I've built an app before. With what facebook has as far as their API, you can do whatever you want really. It's quite an open platform, though sometimes their FBML standard can be painstakingly retarted.
