When you have below 2000 followers you can follow up to 500 per day but the trick is that you can't follow more than 500 above the number of your followers.
Number of new people you can follow = number you are following +500
Some people will not follow you back so you have to go and prune your following list - remove those not following after 24 - 48 hours (or use an automated tool).
When you get above 2000 followers you can only follow 10 percent above your followers number
Number of new people you can follow = number you are following * .1
so if you have 2000 followers the max you can then follow is 200.
The more followers you have above 2000 followers - the more you can follow!
I keep the initial following number to 400 per day (followers<2000).
