I help manage the eBay Partner Network programme here in the UK and there was a good and very relevant article put on the EPN blog just before xmas, titled....

"10 Tips to Improve Your Social Media Strategy"

As the article says you can not directly promote eBay from social networking sites with your affiliate link embedded, but you are permitted and encouraged to use them to drive traffic to your own site where you may be promoting eBay listings.
