We are looking to work with some Pay per sale Affiliate network that does not require any startup fees, we have found onecompany that do it, but I am looking for more

You could take a look at my list, but truthfully, I don't think there would be many. I'm not a merchant so I don't know and I didn't look into the merchant side of any of the affiliate / cpa affiliate networks before adding them to the site so I wouldn't know 100%, but if I owned a network then I would definately want some money up front so that I can make sure my affiliates will not put the links on their site one day and have to take them of a week later because the merchant has not paid up.

Actually I'm not sure what you mean no. Do you mean giving some money up front so that it can be used to pay affiliates earnings or do you mean you have to pay a merchant account set up fee and then also put money into your account ready to pay affiliate earnings?
