Well, I ditched my scruples and applied to join, though on some of my websites, I specifically say that I don't recommend AOL.

I hang my head in shame while secretly hoping to make some dosh.

What you will find is that AOL are very, very precious about their brand and will be ensuring that all sites that promote AOL are "suitable" for want of a better word. This is most probably what the delay is.
