I would say recreate the site exactly under the new host, test it by updating your local computer's host file to serve the site from the new server, and only when you are satisfied everything is working correctly do the nameserver change on the domain, keeping the existing hosting open all the while in case you need to fall back.

I'm sure someone more qualified can answer you more specifically on seo and serps but you may also want to consider the reasons why you would like or need to change hosts.

If everything is running ok then don't move anywhere! Obviously, if your seo and serps are suffering because of poor hosting then can your serps get any worse?

No the reason im asking is nothing to do with seo or serps, as such.

Im currently using shared hosting and im wondering how much performance would improve if i moved to a dedicated or virtual server.

And ive read in different places around the net that moving a site to a new ip address/server can have negative effects if certain steps are not taken.

My problem is, i dont know what those steps are.

I don't think there will be any negative impact infact you will have good performance on a dedicated or virtual servers. As only your website/websites will be hosted on a server, you can use all the resources of the server.

All you need to do is upload your files and DB's correctly. You also have the option to test websites before making your website Live on dedicated or virtual server.

Yes, the website performance would definitely improve and you will surely notice the difference.

Regarding the IP, could you let us know to which negative effects you are referring to ?
