Word Press takes about 2 minutes to install - really is one of the easiest installs I have seen. I'd pick a host based on other criteria then just add a blog system of your choice as Aquanuke says.

In fact, pretty much all you ned is a PHP and MySQL enabled hosting
account, and you'll be able to install most of the blogging software out
there.

I don't particularly recommend the use of Fantastico-like installers,
due to updating related issues. You need to keep your blogging script as
up to date as possible.
