That's spot on - define a new package which you are happy with and apply it to each hosting account you set up. I have two packages defined - "smallsite" and "bigsite", which keeps things simple.
Meirhosting are pretty good at keeping up with security upgrades and latest versions of things like cpanel and the other server software, which is great, but as a result hings occasionally change between versions - it used to be possible to set all accounts bandwidth to "unlimited", which made things much easier, but that has gone now. I think the system also doesn't allow you to allocate more bandwidth than you have available - although again, it used to.
One thing to watch for is the default email address - by default it is set to bounce back incoming emails to unspecified names @ your server - you'll need to change the value to your account name to make the catch-all work.
Meirhosting do operate a few different servers though so it might be different for different servers.
