Data feed encoding

I've just downloaded a data feed from one of the merchants on Webgains and the encoding appears to be all wrong. The descriptions on some products are fine but on others they come out like this •Â Â Â Â Â Â Â Machine washable&#82...
Any ideas as to how I can fix it?
