Still cant mask webgains affiliate links

Hi guys,

well still having no luck in masking affiliate links for any webgains merchants.
This is the code that I have in the out.php file I created

I had a support ticket opened about a week ago.
Am talking to Seth trying to sort it out...but he doesnt see anything wrong with the way I am doing it and cant figure out why it wont work either.
