I'm not a PHP person but there are tools around that will do this for you i think....try doing a google search for csv to mysql. Others can probably help more with this.
I use their ASPMaker and can get the bare bones script for data access/search etc up and running in 5 minutes, just have to customise the script from that, and doing it will mean you learn quicker.
I got one developed for me, then checked it out myself so I understood how it worked.
To be honest I think just spending a bit of time searching myself and reading up, I could have had it sussed in about 2 hours, but I just didn't have the time.
