Need help with a site using CSV feeds

I need help creating a site.

I have registered with tradedoubler and have unlimited feeds for CSV lists for my registered programs, but am stuck on how to use them.

I would like to create something very similar to this: http://www.bargainmobiledeals.com The guy who owns that bought it as a white label site but doesn't host it so I can't look at how the original creator did it.

How much would somebody charge me for helping with this? Well, when I say helping, I mean doing the majority of the PHP code.

I am OKish at design but PHP is beyond my scope.

my take on this is that you could have a php script built so that you could manually upload the csv and parse it automagically (do it every week or whatever)

if you were asking how much i'd charge you'd be looking at between 200 and 400 notes as a freelance type job depending on what you were after specifically, or if you went to a software house you could be looking at up to a grand

other people may have a different opinion, but there's my two cents
