slide-on email signup page

Hi there everyone,

I wonder if someone can help with this.

I'd like to implement one of those email signup pages which
sort of slides on, and hovers above the web page itself.

Are they hard to do?

I heard from someone that you get a much better signup rate
with them. Is this true? Or are they just really annoying?

not overly sure what you mean but www.dynamicdrive.com is good for that sort of thing
