Am I right in saying that you cannot update products in an Actinic Catalog site online? As far as I understand it you have to "build" an Actinic Catalog site locally on your PC and then upload it to the server, is this right?

Yeah, that's correct. One of the main drawbacks of the Actinic software is having no online database - hence, it requires the software installed on your PC to upload and download products, text and orders. They have also launched another product, which uses a database, however, it's functionality has been reduced: http://www.actinicexpress.co.uk/
If you are looking for an alternative take a look at x-cart or a new one that has not long been released cs-cart.
X-cart is quite a long standing ecommerce soloution which i've always been impressed with , although they say it can be an out of the box soloution you will probably find that you would need to tweak it.
