I'm no expert but couldn't the text under Exeter here (http://www.dealslocally.co.uk/en/search/exeter---0.html) look a little spammy to a search engine?

Yes, it's not good SEO. It's not good to use words so often. Optimize each page on ONE keyword phrase, and use much related words, but not each word very often. You should read about Latent Semantic Indexing (LSI). Brad Fallon has a good free video of it (maybe it's video 3 or three of the series, but all are very recommendable), look in stomper net.
