recommend a free icon creation tool

Can anyone recommend a good free tool for creating icons.
Just something simple that I can set a grid for example 11 x 11 and then get on with it

Normally I use photoshop for all my gfx needs but I could do with something quick n easy

No for icon icons

I need to make some pixel icons to represent some links on one of my websites

and just realised how stupid I am, why not just create a 11 x 11 canvas in photoshop and then grid it by 1 pixels

Dohh!!!!! somebody shoot me now - im putting my stupidness from having to move stock from one warehouse to the new one for the past 3 days
