I use WeBuilder, which is great for xhtml, css, php, javascript, pearl and asp.. or there is RapidPHP from the same outfit which is a bit cheaper and does not support Pearl or ASP. Both are great editors and pretty cheap.
I have used Dreamweaver in the past and WeBuilder is way better (although it can not be used as a WYSIWYG editor)
